Oh, rereading the article...
It does not produce Aluminum Oxide which needs to be returned to aluminum.  
Instead the Aluminum acts as a catalyst to turn the water into a charged hydrogen peroxide, which sticks to the aluminum without an energy input.  
Now energy must be spent to remove the hydrogen peroxide sticking to the aluminum.   I would assume negatively charging the aluminum would expel the peroxide.
